Overview
This bill requires the New Jersey Department of Environmental Protection (DEP) to create a permit program for sonar testing in state waters. Generally, individuals would need a permit to conduct sonar testing, but exceptions are made for emergencies and military use. Applicants would need to submit a study assessing potential impacts on marine life and describe measures to prevent harm. The DEP would evaluate permit applications and can suspend permits if marine life is harmed due to sonar testing.
