Overview
Assembly Bill 2583, known as ‘Addi’s Law,’ seeks to strengthen the process for terminating parental rights when a parent has been convicted of serious crimes against the child’s other parent. Specifically, if a parent is convicted of murder, aggravated manslaughter, or related offenses against the child’s other parent, the state’s Division of Child Protection and Permanency (DCPP) can file a petition to terminate those rights. The bill also allows DCPP to consider whether the parent was a victim of domestic violence or reasonably believed they were acting in self-defense at the time of the offense.
