This bill requires the New Jersey Motor Vehicle Commission (MVC) to refund a portion of motor vehicle registration fees to owners who sell or destroy their vehicles before the registration expires. It allows owners to receive a refund proportional to the remaining unexpired term of the registration, or to transfer the remaining registration period to another vehicle. The bill also clarifies procedures for refunds to surviving spouses and joint registration with a spouse.
