Bill overview
This bill requires New Jersey’s electric public utilities to obtain a certificate of public convenience and necessity from the Board of Public Utilities (BPU) before building new transmission lines or modifying existing ones. The application process will require utilities to provide information to the BPU and pay an application fee. The BPU will then review the application to ensure the project is necessary, cost-effective, and won’t negatively impact customers or the electricity market.
