This bill changes the rules for how municipal vacancies are filled. Currently, abstentions in votes to fill these vacancies are counted as members present. This bill clarifies that abstentions do not reduce the number of votes needed to reach a majority when choosing a replacement for a vacant position on the governing body, either for the mayor’s office or a general governing body seat.
