This bill requires the New Jersey Department of Transportation (DOT) to adopt and implement a ‘complete streets’ policy. This policy will guide the planning, design, construction, and maintenance of public highways and transportation projects to ensure safe access for all users, including bicyclists, pedestrians, transit riders, and individuals with disabilities, specifically those with autism spectrum disorder and intellectual and developmental disabilities. The DOT must also develop universal design concepts and provide guidance on incorporating these into projects and encourage local and regional entities to adopt similar policies.
