This bill creates a three-year pilot program called ‘Code Red’ to help protect at-risk individuals during extreme heat and poor air quality events. Counties will develop plans to issue alerts to municipalities, social service agencies, and non-profits, establishing cooling centers and outreach strategies. The program will be overseen by the State Office of Emergency Management, which will report on its effectiveness and recommend whether to make it permanent.
