This bill aims to limit the use of restricting telephone calls as a disciplinary measure for incarcerated individuals in New Jersey. It requires correctional facilities to allow incarcerated people at least one phone call every two weeks when telephone privileges are suspended, and sets limits on the duration of such suspensions (no more than 90 consecutive days or 180 days annually). The bill also prohibits additional suspensions in Restorative Housing Units and restricts suspensions within 60 days of release. It responds to recommendations from the New Jersey Office of the Corrections Ombudsperson regarding visits and phone calls.
