This bill enacts the Cosmetology Licensure Compact, a multi-state agreement that allows cosmetologists licensed in one participating state to obtain a ‘multistate license’ allowing them to practice in other member states. To qualify, a cosmetologist must hold an unencumbered license in their primary state, submit to an application process, agree to abide by the rules of each state, and meet other eligibility requirements. The Compact establishes a commission to oversee the program, share information among member states, and levy fees. This legislation effectively treats practicing under the Compact as equivalent to a license issued by a state’s board of cosmetology, granting the same legal protections.
