This bill allows state employees who don't have collective bargaining agreements to enroll in certain negotiated health care plans offered through the State Health Benefits Program. It amends existing law to permit this enrollment for those employees, specifying that they would be covered under the same terms as employees covered by collective agreements. Starting January 1, 2025, these employees would be covered by the CWA Unity DIRECT or CWA Unity DIRECT2019 plan, or their successor. The bill also adjusts retirement health benefits based on years of service.
