This bill amends New Jersey law to broaden the definition of ‘burglar’s tools’ to include devices like programs and tools designed to access properties through keyless locking mechanisms. It makes it a crime to manufacture, possess, or distribute such tools, as well as to publish plans or instructions for their use. The severity of the crime depends on whether the individual manufactured the tool or published the plans – fourth-degree crimes carry potential prison sentences and fines, while possession is treated as a disorderly persons offense.
