Bill overview
This bill changes New Jersey’s law regarding access to emergency shelters for the homeless. It prohibits shelters from denying admittance to individuals solely based on perceptions of mental illness, substance use, or medication non-compliance. However, shelters can still refuse admittance if they reasonably believe the person poses a danger to themselves, others, or property, or if the refusal is authorized by existing regulations. The bill also allows shelters to prohibit the possession or consumption of controlled substances and alcohol on their premises.
