Bill overview
This bill requires the New Jersey Department of Human Services (DHS) to distribute contactless electronic benefits transfer (EBT) cards to all eligible Supplemental Nutrition Assistance Program (SNAP) recipients by January 31, 2027. The cards would use a microchip or radio frequency antenna for contactless payments. The DHS must establish a contract with a vendor to produce the cards and will report on the distribution progress. The bill also seeks federal funding to support this initiative.
