This bill establishes a spending freeze for the state of New Jersey in Fiscal Year 2027, limiting the total amount of funds that can be appropriated from various state funds to the levels from the previous year. Any revenue collected in excess of the previous year’s collection must be deposited into the New Jersey Debt Defeasance and Prevention Fund in Fiscal Year 2028. Federal revenue and constitutionally dedicated state revenue are exempt from this requirement.
