This bill changes the rules for how local libraries can purchase goods and services. It exempts local library cooperatives – groups of libraries working together – from some requirements of the state’s ‘Local Public Contracts Law.’ Specifically, it removes these cooperatives from being considered ‘contracting units’ and allows them to bypass the standard public bidding process for many purchases.
