This bill clarifies that disabled veterans and Purple Heart recipients are exempt from paying municipal parking meter fees, even if they don't own the vehicle they are parking in. They must display a valid disabled veteran's license plate or a Purple Heart placard, and either be the driver or a passenger of the vehicle.
