Bill overview
This bill requires New Jersey municipalities to either operate their own emergency shelters for homeless individuals or contribute financially to county-run shelters. Municipalities that don't operate shelters must pay a fee based on their population to the county, which will then distribute the funds to local shelters. The bill also mandates the use of a Homeless Management Information System to track shelter bed availability.
