Bill overview
This bill requires the State Agricultural Development Committee (SADC) and local boards acquiring farmland for preservation to provide a partial payment to the landowner *before* settling the acquisition. This advance payment demonstrates the committee’s good faith intention to proceed with the purchase. The amount of the payment is 20% of the appraised fair market value or the negotiated purchase price, whichever is higher. If the acquisition is later canceled or abandoned, the advance payment is repaid to the state and used for other farmland acquisition projects.
