Bill overview
This bill requires the New Jersey Board of Public Utilities (BPU) to mandate that electric and gas public utilities offer equal payment plans to residential customers. It prohibits utilities from charging lump-sum payments under these plans and from ‘underbilling’ customers – charging them more than they owe based on actual usage compared to estimated usage. The BPU must also prevent utilities from recovering outstanding balances based on these discrepancies and from increasing monthly bills beyond an annual adjustment based on actual usage data.
