This bill allows the New Jersey Department of Environmental Protection (DEP) to authorize a ‘reformation assessment’ of certain water and wastewater treatment and conveyance systems. This assessment will evaluate the system’s condition, performance, and management to identify ways to improve its operation and ensure it meets environmental and public health standards. If the DEP determines ‘emergent conditions’ exist, it can then facilitate the transfer of the system to a capable private or public entity through long-term lease or sale, subject to certain requirements and public input.
