This bill modifies Nevada’s Interlocal Cooperation Act to clarify procedures for agreements between counties and tribal governments. Specifically, it requires counties to engage in good-faith discussions with tribes before entering into joint agreements or contracts for services. If an agreement is formed, it must be a ‘conditional’ agreement that doesn’t require the tribe to waive sovereign immunity and allows the county to terminate the agreement with 90 days’ notice under certain circumstances, such as financial delinquency or failure to comply with the agreement. The bill also updates definitions related to interlocal agreements and clarifies the purpose of the Interlocal Cooperation Act.
