Overview
This bill prohibits New Jersey utility companies from billing customers for the costs associated with certain upgrades to their infrastructure that are made as a result of customer-funded projects designed to mitigate damage from natural disasters. It allows the utility to recover these costs through its rate base, provided the customer provides a certification to the Board of Public Utilities confirming the project’s purpose and completion within 90 days. Failure to provide the certification could result in the customer being liable for the utility’s costs.
