Overview
This bill modifies how New Jersey regulates the rates charged by municipal electric utilities. Currently, utilities supplying electricity outside their boundaries are subject to Board of Public Utilities (BPU) rate regulation. The proposed legislation limits this regulation to utilities serving over 10,000 customers outside the municipality, and exempts utilities charging the same rates to both inside and outside customers from BPU rate control. It also addresses the use of surplus revenue from these utilities for budget purposes.
