Bill overview
This bill establishes rules for how broadband providers can access public rights-of-way in Nevada. Starting July 1, 2026, broadband providers must enter into agreements with local governments managing those rights-of-way. These agreements must be non-discriminatory and require the broadband provider to pay a fee, capped at 2% of their annual gross revenue derived from providing broadband service within the local government’s jurisdiction. Local governments are required to negotiate these agreements in a non-discriminatory manner, and cannot suspend or revoke a provider’s access based solely on the lack of an agreement. The bill also includes provisions to prevent local governments from excessively increasing business license fees.
