This bill requires New Jersey state agencies to actively work towards increasing the number of contracts awarded to minority-owned and women-owned businesses that aren't advertised. Agencies must make a ‘good faith effort’ to achieve a 30% increase in these contracts over five years. The State Treasurer will develop guidelines and agencies will report on their progress to the Governor and the Legislature. The bill also adjusts thresholds for contract awards without advertising to account for inflation.
