This bill establishes a monthly fee of $0.40 per line on commercial mobile and IP-enabled voice service bills to support New Jersey’s statewide behavioral health crisis system of care. The funds collected will be used to enhance 9-8-8 services, including mobile crisis outreach, crisis stabilization centers, and public awareness campaigns. The fee will not apply to residents receiving Lifeline benefits. The bill also creates a dedicated trust fund and requires an annual report on the fund’s usage and service expansion.
