Bill overview
This bill allows New Jersey municipalities to create dedicated trust funds to address homelessness and develop comprehensive housing plans. Municipalities can establish these funds by collecting additional fees from fines and penalties, and use the resulting money to support affordable housing, rental assistance, supportive services, and prevention programs. The plans must be developed in consultation with the Department of Community Affairs and community organizations, and tracked through outcome measurements.
