Bill overview
This bill limits the amount of money municipalities and counties can take from stormwater, water, and sewer utility funds to use in their general budgets. Currently, they could divert up to five percent of utility operating costs. The bill reduces this to three percent for stormwater and water utilities, and three percent for authorities operating these services. It also requires local governments to notify the Division of Local Government Services when they transfer or appropriate these funds.
