Bill overview
This bill, the "Knowledge, Accountability, and Rights in Incarceration Markets Act," imposes various taxes and fees on operators of private prisons in New Jersey to offset the social costs of incarceration. It establishes a fee based on the value of contracts with public entities, a monthly fee based on the number of inmates detained, and a three percent private prison surtax on allocated taxable net income. Revenues generated from these taxes will be directed to support legal services and community-based rehabilitation programs.
