Establishes requirements concerning methods for determining whether student has specific learning disability under federal Individuals with Disabilities Education Act.

This bill updates New Jersey’s requirements for identifying students with specific learning disabilities under the Individuals with Disabilities Education Act (IDEA). It mandates that the state’s criteria allow for using a process based on a student’s response to scientific, research-based interventions, and permits the use of other alternative research-based procedures. Furthermore, the bill prohibits relying solely on a severe discrepancy between intellectual ability and achievement for identification, and requires a more comprehensive evaluation including psychological assessments, starting in the fourth full school year following enactment.
