Overview
This bill allows state employees who don't have a union contract to enroll in certain negotiated health care plans offered through the State Health Benefits Program. Starting January 1, 2027, these employees will be covered by the same health plan as those covered by a collective bargaining agreement, specifically the CWA Unity DIRECT or CWA Unity DIRECT2019 PPO plan. The bill also addresses retiree health benefits, aligning payments with collective bargaining agreements or, if none exist, with the terms of a similar agreement used by the State Health Benefits Commission. Finally, it adjusts contribution rates for retirees to reflect the cost of benefits.
