Overview
This bill requires the New Jersey Department of Human Services (DHS) to distribute contactless electronic benefits transfer (EBT) cards to all eligible recipients of the Supplemental Nutrition Assistance Program (SNAP) by January 31, 2027. The cards, which use microchips or radio frequency antennas, would allow for contactless payments. The DHS will need to contract with a vendor to produce the cards and will be required to report on the distribution progress within six months of the bill’s enactment.
