Overview
This bill establishes protections for New Jersey residents against increased electricity costs associated with large commercial customers. It requires that costs related to ensuring grid reliability – specifically, ‘reliability backstop procurement’ through the PJM Interconnection – be passed through to these large customers. To receive service, these customers must provide financial security and submit detailed information to PJM about their energy needs. The bill also clarifies that curtailment obligations stemming from these large customers should be applied only to them, not to all customers.
