Bill overview
This bill restricts minors (under 18) from using cellular telephones or other handheld wireless communication devices for any purpose while driving a motor vehicle. It prohibits texting, voice calls (unless using a hands-free device), and other handheld device use, with exceptions for emergency situations or voice-operated navigation systems. Importantly, law enforcement is prohibited from stopping a vehicle solely to investigate this violation, and citations can only be issued if the violation is observed during a stop for another offense.
