Bill overview
This bill makes changes to Nevada’s water laws primarily focused on managing groundwater. It creates a new Account for Retiring Water Rights to purchase and retire decreed or certificated groundwater rights. It also establishes the Nevada Voluntary Water Rights Retirement Program to facilitate these retirements through donations and purchases. The bill restricts the Director of the State Department of Conservation and Natural Resources from accepting donations or applications for these retirements after June 30, 2035, and requires the State Engineer to retire purchased or donated rights. Finally, it modifies a grant program to include the permanent retirement of groundwater rights as a qualifying improvement project.
