Bill overview
This bill updates reporting requirements for school districts regarding students identified as immigrants, refugees, English learners, and long-term English learners. It mandates that districts determine and report the percentage of these students enrolled, revises the definition of ‘long-term English learner’ to extend the timeframe to more than six consecutive years, and introduces a new pathway for promoting students to grade 4 based on a portfolio of work demonstrating reading mastery at grade 3 level, rather than grade 3 standards. It also adjusts grade 3 retention policies, requiring students to pass a reading exam or qualify for a good-cause exemption.
