It requires these institutions to train staff on identifying and reporting exploitation, designate a reporter for such cases, and temporarily delay transactions if exploitation is suspected. The bill also creates a civil cause of action for account holders who experience exploitation due to these institutions’ failures, allowing them to seek treble damages.
