Bill overview
This bill changes how the Governor plans the state’s education budget. Currently, the Governor must ensure the executive budget includes an increase in education funding if revenue increases. This bill removes that requirement, allowing the Governor to simply include the total amount of money in the State Education Fund, excluding the Education Stabilization Account, as proposed. The bill maintains the requirement for a decrease in funding if revenue decreases, and it continues to require the Governor to recommend a statewide base per pupil funding amount and multiplier.
