This bill revises the Extended Young Adult Support Services Program, which provides support to young adults (ages 18-21) who were placed outside the home in child welfare proceedings and whose reunification with their parents wasn't planned on their 18th birthday. The bill expands the definition of ‘young adult’ to include those who exited kinship guardianship or adoption assistance programs after age 16 and aren’t currently receiving care from a guardian or adoptive parent. It also aims to streamline court jurisdiction, authorize agencies to petition for dismissal of jurisdiction to obtain federal funding, and improve the program’s effectiveness through annual court reviews and a more robust transition plan.
