An act to amend section 21-35-31, mississippi code of 1972, to provide that any municipality with a population of 3,000 OR less may employ a competent accountant OR auditor to prepare an annual compilation report and compliance letter IN lieu of an annual audit when such audit will be a financial hardship on the municipality; To provide the preparation of such report and letter shall be paid for by the state; And for related purposes.
