An act to authorize grenada county, mississippi, to create the grenada county utility authority; To provide that the authority shall be governed by a board of directors of the authority; To provide for the membership of the board of directors of the authority; To provide for the powers and duties of the authority and the board of the authority; To authorize the authority to acquire, construct, maintain, and operate wastewater collection and treatment systems and water systems within the authority's service area; To authorize service providers to contract with the authority; To authorize the authority to issue revenue bonds to provide funds necessary to achieve the purposes of this act; To authorize the authority to enter into contracts with the owners of property to provide improvements necessary to provide wastewater and water services; To provide that the authority may issue special assessment bonds to finance such improvements and to authorize the authority to levy and collect special assessments against the property benefited thereby to retire such bonds; And for related purposes.
