SB 1549 - This act requires that any rule promulgated by a state agency must be specifically authorized by a state statute. An agency cannot rely on a general grant of rulemaking authority to supplement a specific grant of authority. The act further requires that all substantive policy statements, as defined in the act, be posted on the agency's publicly accessible website and requires the agency to maintain a complete and current record of such statements for public inspection.
