Bill overview
This bill amends the Higher Education Act of 1965 to broaden the definition of ‘institution of higher education’ to include certain graduate medical schools located outside the United States. Specifically, it requires that at least 60% of enrolled students and graduates of these schools were not U.S. citizens or permanent residents, or that the school has a clinical training program approved by a U.S. state with on-site approval requirements. This change aims to ensure that graduate medical schools abroad are considered institutions of higher education for purposes of federal student loan eligibility.
Key provisions
- Expands the definition of ‘institution of higher education’ to include graduate medical schools outside the United States.
- Requires graduate medical schools outside the U.S. to meet one of two criteria:
- At least 60% of enrolled students and graduates are not U.S. citizens or permanent residents.
- The school has a clinical training program approved by a U.S. state with on-site approval requirements.
Who is affected
- Graduate medical schools located outside the United States
- Students seeking federal student loans
- The U.S. Department of Education
- U.S. States with approval processes for clinical training programs
Notable changes
- Previously, graduate medical schools outside the U.S. were not automatically considered institutions of higher education for student loan purposes.
