Bill overview
This bill requires the West Virginia Public Service Commission (PSC) to hear requests for rate adjustments from public electrical utilities and then provide a recommendation to the legislature regarding those adjustments. Importantly, the bill limits the PSC’s jurisdiction to simply advising the legislature, and any final approval of electric utility rate adjustments must be achieved through a bill passed by the West Virginia Legislature. The bill also directs the PSC to study and report on various issues related to energy regulation and utility operations, including natural gas supply and potential internal reorganization plans.
