This bill, the "Citizen and State Accountability Act," aims to increase transparency and oversight in West Virginia’s receipt of state and federal grants. It requires state and local government agencies to provide detailed analyses to the Governor and the Office of Fiscal Risk Analysis and Management before applying for grants, particularly major grants over $1 million. The Governor now has the authority to review and consent to major grant applications and can prohibit the acceptance of minor grants. Existing laws conflicting with the act will be repealed.
