This bill requires West Virginia municipalities providing water and sewer services to take specific actions when potential customers apply for service. Specifically, the municipality must determine the cost of extending service to a new customer and apply for funding through the West Virginia Infrastructure and Jobs Development Council. If grants are awarded to cover these costs, the municipality is then obligated to extend service to the customer after they’ve paid any required deposits.
