Chapter 159C of the General Laws is hereby amended by adding the following new section:- Section 15. (a) A telephone solicitor shall not make or cause to be made an unsolicited telephonic sales call to a consumer using local phone numbers or area codes that are not linked to their physical location or place of business in the commonwealth. (b) The attorney general shall enforce and may issue fines to telephone solicitors who violate this section pursuant to section 8. (c) The attorney general shall report violations of this section to the advisory group pursuant to section 14 which shall provide a mechanism for consumers to track complaints. (d) The office, in consultation with the attorney general, shall promulgate rules and regulations to implement this section.
