This joint resolution proposes to amend the Nevada Constitution to adopt the National Popular Vote Compact. If enacted, Nevada would pledge its electoral votes to the candidate who wins the national popular vote, regardless of how the state’s own popular vote is cast. The Compact requires states to cumulatively hold a majority of electoral votes to take effect, and Nevada retains the ability to withdraw and rejoin the Compact through legislation. The amendment also specifies that Nevada’s electors would vote for the national popular vote winner, with limited exceptions.
