Bill overview
This bill allows certain incarcerated individuals – those detained or incarcerated for offenses other than indictable crimes – to apply for and receive mail-in ballots. Currently, incarcerated individuals convicted of indictable offenses or felonies are not eligible to vote. The bill requires the Secretary of State and Department of Corrections to provide an application for mail-in ballots, allowing voters to designate their location of incarceration as their secondary address for ballot delivery. It also addresses ballot transfer procedures if a voter is moved to a different location.
