Overview
This bill requires New Jersey municipalities to either operate their own emergency shelters for homeless individuals or contribute financially to county-run shelters. Municipalities that don’t operate shelters must pay a fee based on their population, which the county will then distribute to local shelters to cover operating costs. The bill also mandates the use of a statewide Homeless Management Information System to track shelter bed availability.
